The Brief

Fire Rescue Victoria identified the need to upgrade facilities at the North Balwyn Fire Station to better support its crews. The objective was to introduce private sleeping quarters and a dedicated transition room enhancing privacy, functionality, and operational readiness for fire and rescue staff.

A critical requirement was that the station remain fully operational throughout construction. As a live, 24/7 facility, the site demanded a carefully planned approach to avoid disruptions to emergency service operations and to uphold safety standards at all times.

Our Response

Ducon was engaged to deliver the Bedroom and Transition Project, applying a staged construction methodology that ensured the station could continue operating without interruption. Works commenced with the phased completion of bedroom areas Parts A, B, and C allowing FRV personnel to relocate into new quarters progressively as each stage was finalised.

Following this, Ducon constructed a dedicated transition room an essential space where firefighters can store their gear and get changed quickly for callouts.
The scope included internal demolition, HVAC installation, and integration of alarm systems all undertaken in close consultation with station staff. Construction activities were scheduled around operational requirements to minimise disruption and maintain a safe working environment for both FRV and construction personnel.
Through clear communication, adaptable delivery methods, and a commitment to quality, Ducon successfully completed the upgrade providing a modern, functional space that supports the daily operations and readiness of fire station staff, without impacting service continuity. The project reflects Ducon’s strength in delivering complex works within sensitive, live environments.
